Speakers
View All Speaker BiosRebecca (Becki) Brommel is a partner at Dorsey & Whitney, LLP and practices in the area of health care litigation. She regularly represents long-term care providers in regulatory matters, including citations and government investigations, as well as general litigation matters such as contract disputes, recovery of unpaid accounts and other types of business disputes. Becki received her B.A. from Drake University in 1998 and her law degree from Drake University Law School in 2001. She is a member of the Iowa Society of Healthcare Attorneys and regularly presents to the long-term care industry on regulatory and litigation topics.
Katie Cownie is a Partner with Dorsey & Whitney, LLP. Katie has been practicing in the health care transaction and regulation space for the last 25 years. Katie assists skilled nursing facilities and other long-term care providers, hospitals, health systems, dental practices, home health agencies, mental health providers and other health care practitioners. Katie has experience representing clients in Certificate of Need related matters, in matters with the Iowa Department of Inspections, Appeals and Licensing and in matters with Iowa Medicaid. Additionally, her transactional practice spans contracting, joint ventures, mergers and acquisitions.
Monica Delgado, having focused on public health in her education before becoming an attorney, is a firm believer in upstream prevention. She is a skilled employment investigator, and she enjoys working with and advising clients to mitigate potential future disputes. When disputes do arise, Monica blends strong attention to detail with a commitment to broadly understanding each client’s unique needs to assist them at every stage of litigation before federal and state courts, administrative agencies and other regulatory organizations. Her practice touches employment issues involving harassment, discrimination, retaliation, wage and hour, competition and collective bargaining.
Adam Freed is a partner with Dorsey & Whitney, LLP. Adam represents a wide range of health care providers, including nursing facilities, assisted living programs, home health agencies, hospitals, physician groups and individual practitioners. For facilities undergoing changes of ownership, Adam advises clients on issues related to licensing, Medicare and Medicaid enrollment and credentialing with Medicaid managed care organizations and commercial insurers. Adam also advises clients regarding compliance with the State of Iowa’s Certificate of Need (CON) program and routinely appears before the State Health Facilities Council.
Dawn Helm is the Eligibility Determination Manager for Iowa DHHS. She began working for the department in 2010 on the Centralized Facility Eligibility Team. She currently manages the Facility and Waiver Eligibility Team and the Health Insurance Premium Payment Program (HIPP).
Josh Hughes is a labor and employment attorney with Dorsey & Whitney, LLP law firm in Des Moines. As a trusted advisor to employers of all sizes and across various industries, Josh helps clients navigate the complexities of human resources questions and employment-related disputes from preventative advising all the way through litigation and appeal. Josh graduated from Drake Law School with highest honors and previously clerked at the Iowa Court of Appeals before joining Dorsey.
Bill Miller handles matters through all aspects of litigation, including pre-suit investigation and negotiation, administrative proceedings, arbitration and trial and appeal in state and federal court. His experience includes litigation in probate and bankruptcy courts. Bill also has been entrusted with internal investigations and policy and procedure reviews in employment and other contexts. Bill is an effective advocate in complex business matters, employment disputes and claims and personal injury defense for clients in industries at the center of the modern economy including government, healthcare and financial services.
Avis Tripilas is the Eligibility Policy Program Manager for the Iowa Department of Health and Human Services (DHHS). Her areas as the subject matter expert include long-term care programs, resource eligibility as well as estate recovery. She has been with DHHS for 38 years. Her career has included being a part of the medical assistance policy and program management team for four and a half years. Prior to that, she was a field supervisor for over 25 years concentrating on Medicaid for the elderly/disabled population.
