Vice President, Quality & Clinical Services

The Iowa Health Care Association (IHCA), along with its affiliates the Iowa Center for Assisted Living (ICAL) and Iowa Center for Home Care (ICHC), represents and serves organizations that provide long-term health care to improve the lives of Iowans. Our members include over 800 long-term care providers, including nursing facilities, assisted living, residential care, senior living communities and home health agencies, and we are the largest non-profit trade organization serving long-term care providers in Iowa. We provide leadership, advocacy, information and education for our members to support them in providing quality care to Iowa’s most vulnerable residents. We are also the state affiliate of the American Health Care Association, National Center for Assisted Living and National Association of Home Care & Hospice.

Position Description

The Vice President of Clinical & Quality Services is responsible for the development and coordination of programs and systems to monitor, evaluate and improve clinical services, patient care and regulatory compliance in member facilities and services statewide. This position is responsible for assisting members in navigating and resolving complex and timely issues with quality improvement and clinical practices in facilities and across companies.

Primary Responsibilities

  • Serves as a primary point of contact and subject matter expert on clinical and quality issues for the association’s nursing facility, assisted living and home health care members. Assists member facilities and agencies with clinical and quality matters regarding nursing delivery issues, quality of care and quality of life issues. Serves as the clinical and quality advisor as appropriate on regulatory, legislative and reimbursement issues for the association staff.
  • Maintains knowledge base of current quality improvement programs, clinical best practices and regulatory trends. Stays current on rules and regulations in the long-term care profession. Researches and reviews clinical standards for long-term care. Develops and promotes guidelines and best practices reports and other documentation for use by members.
  • Reviews and analyzes trends pertinent to delivery of nursing care services in different long-term care settings. Develops and implements systems to review and analyze survey and related data trends.
  • Initiates and implements quality improvement programs with national affiliates, state agencies, and members. Develops associate-level quality programs and recruits membership participation in these programs.
  • Informs members about clinical and quality topics through the association’s education and communications channels. Develops and presents educational sessions and workshops to small and large groups on clinical- and quality-related subjects. Researches and writes newsletter articles, reports, memos and other correspondence for the association’s members on quality and clinical topics.
  • Serves as the staff liaison for the IHCA and ICAL Quality Improvement committees. Provides support as requested for the Convention & Education, Payment & Legislative, Public Relations and Workforce committees.
  • Serves as the association representative on various internal and external task forces, committees, coalitions, or other groups dealing with clinical issues, quality improvement or regulatory issues impacting delivery of clinical care.
  • Provides comment and advice to national affiliates on various federal quality and clinical policy proposals and initiatives.
  • Performs other job-related duties as assigned.

Qualifications

  • Experienced, licensed nursing facility administrator or regional nurse consultant, with 5+ years of experience. Clinical knowledge and experience required. Registered Nurse (RN) license preferred.
  • Proven track record of operationalizing regulatory, clinical and quality programs across a corporate enterprise in a health care setting. Nursing home experience required; assisted living and/or home health care experience preferred.
  • Demonstrated knowledge of state and federal quality programs and regulations specific to long-term care and experience working with state and federal regulatory agencies.
  • Knowledge and experience with quality improvement programs (i.e., AHCA/NCAL, Telligen or EHCO programs).
  • Knowledge and experience working with IHCA boards, committees and/or programs preferred.

  • Strong written and verbal communications skills, including presentation experience. Coaching and training skills a must.
