Cathy holds a bachelor’s degree in Music Therapy from the University of Wisconsin–Eau Claire, an MBA from the University of St. Thomas and is a licensed Nursing Home Administrator. Maggie Eder

She has led complex transitions, acquisitions and operational restructures, helping facilities strengthen systems, improve quality outcomes and achieve financial stability. Maggie previously owned and operated assisted living communities in Wisconsin and served as Chief Operating Officer for a Rochester, Minnesota–based management company overseeing assisted living communities nationwide.

Maggie is known for quickly identifying operational gaps and implementing practical solutions that support compliance, performance and sustainability. Adam Freed

Adam Freed is a Partner with Dorsey & Whitney LLP and represents a wide range of health care providers, including nursing facilities, assisted living programs, home health agencies, hospitals, physician groups and individual practitioners. He advises facilities undergoing changes of ownership on licensing requirements, Medicare and Medicaid enrollment and credentialing with Medicaid managed care organizations and commercial insurers.

Adam also provides guidance on compliance with Iowa’s Certificate of Need (CON) program. Sarah Friede

Sarah Friede is a senior living and long-term care professional with more than 15 years of experience in management and human resources. Sarah has provided human resources oversight to Health Dimensions Group’s managed communities and supported workforce operations across multiple care settings. 

Prior to joining Health Dimensions Group, she provided HR support to 13 senior living communities in Minnesota and served as associate executive director of a 121-bed assisted living and memory care community. Dawn Helm

Dawn Helm is the Eligibility Determination Manager for the Iowa Department of Health and Human Services (DHHS). She began working for the department in 2010 on the Centralized Facility Eligibility Team. She currently manages the Facility and Waiver Eligibility Team and the Health Insurance Premium Payment Program (HIPP).


Brenda Irlbeck

Brenda Irlbeck is the Vice President of Regulatory Affairs for the Iowa Health Care Association, where she leads regulatory strategy and supports members on quality and compliance initiatives across the long-term care continuum. She is a registered nurse, certified assisted living manager and former director of nursing with more than 20 years of post-acute leadership experience. Brenda’s expertise spans quality improvement, regulatory compliance and clinical practice in long-term care settings.

She leads the IHCA and ICAL Quality Improvement Advisory Councils and serves as a Silver Examiner for the AHCA/NCAL National Quality Award Program. Brenda is also a member of the AHCA Survey/Regulatory Committee, contributing to national conversations on survey and compliance issues. Her work focuses on helping providers navigate regulations while strengthening quality outcomes and resident-centered care.


Karena Laswell 

Karena Laswell is an occupational therapist with extensive experience in the home setting. She is a certified aging in place specialist and is also certified in the Home Hazard Removal Program (HARP). Her expertise includes Medicare Part A home health, Medicare Part B outpatient services delivered in the home, and participation in grant-funded fall prevention programs. Her role has allowed her to support individuals with various health challenges live meaningfully and independently in their homes. 


Annette Lee

Annette Lee, RN, MS, HCS-D, COS-C, is the founder of Provider Insights, Inc. and a nationally recognized expert in home health and hospice compliance. A registered nurse since 1990, she holds a Master’s degree in Health Care Administration and has spent the majority of her career working in home health and hospice. Annette previously worked for more than a decade with the CMS Medicare Administrative Contractor, where she reviewed and provided education on reimbursement, coverage and documentation for home health and hospice providers. 

She founded Provider Insights to help agencies translate complex Medicare regulations into practical guidance that supports compliant and efficient operations. He has more than 30 years of health care experience and has served in medical executive roles within hospitals, clinics, home care and hospice organizations.

Melinda Renshaw
