Course Description
This course fulfills the Iowa regulatory requirement outlined in Iowa Administrative Code 481—69.29(6), which states that all Iowa assisted living programs must have at least one delegating nurse who has completed a nursing class that includes a minimum of six hours of training specifically related to Iowa’s assisted living laws and rules.
Designed for assisted living nurses, directors, and other clinical leaders, this course provides essential knowledge of Iowa’s assisted living regulations and the Department of Inspections, Appeals and Licensing (DIAL) monitoring process. Participants will gain a clear understanding of the nurse’s role in assisted living, including medication management, staff training, and nurse delegation responsibilities. The course also offers practical strategies for applying regulatory requirements in day-to-day operations while upholding the core values of assisted living.

- Assisted Living Administrative Rules and DIAL Survey Process
- Medication Management in Assisted Living
- Nurse Delegation and Employee Training Essentials
- Operationalizing the Assisted Living Rules and Responding to Survey Results
Upon successful completion, participants will be equipped to serve as a delegating nurse in Iowa assisted living programs and ensure compliance with state regulations while promoting high-quality, person-centered care.

Speakers
Catie Campbell has been with the Department of Inspections, Appeals, and Licensing since 2009. Catie began her employment with the Department as a surveyor for the Special Services Bureau. In 2014 Catie moved to the Program Coordinator position for Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/ID) and assumed the role of Program Coordinator for Adult Services Bureau in July 2016. Catie has served as the Unit Manager of Adult/Special Services since December 2021.
Stacy Hejda is Director of Business Development with Healthcare of Iowa. She has over 20 years of experience working with assisted living programs. Stacy serves on the ICAL Board as Vice Chair. She has been active on the ICAL Payment for Services and Quality Committees. She represented Iowa as an NCAL 2013-2014 Future Leaders of America and currently serves on the NCAL Board. She received her Assisted Living Management certification in 2002.
Brenda Irlbeck is the Vice President, Regulatory Affairs for the Iowa Health Care Association. Brenda is a registered nurse, certified assisted living manager, and a former director of nursing. She leads the IHCA and ICAL Quality Improvement Advisory Councils, is a Silver Examiner for the AHCA NCAL National Quality Award Program, and serves on the AHCA Survey/Regulatory Committee. With over twenty years of post-acute leadership experience, she is knowledgeable in quality improvement, regulatory compliance, and clinical practice in long-term care settings.
Julie Johnson BSN, RN is a seasoned nursing professional with over 20 years of experience in long-term care and assisted living. She currently serves as a Nurse Consultant for Healthcare of Iowa, where she specializes in regulatory compliance, nurse education, and staff development. Throughout her career, she has been dedicated to improving clinical outcomes, enhancing quality of care, and supporting nursing teams through effective training and leadership. Her deep expertise and practical approach make her a trusted resource for programs striving to meet and exceed industry standards.
