Program Description
This comprehensive training is designed for assisted living and other community-based providers that currently participate in — or are considering participation in — Iowa’s Medicaid Home- and Community-Based Services (HCBS) Elderly Waiver program. Through three focused sessions, attendees will gain a deeper understanding of eligibility requirements, covered services, reimbursement and billing, and the staffing, documentation and policy requirements necessary to maintain compliance.
The program begins with representatives from the Iowa Department of Health and Human Services (DHHS), who will provide an overview of financial and functional eligibility criteria and explain how individuals qualify for waiver services. Additional sessions will explore how the Elderly Waiver program works from the provider perspective, including service definitions, fee structures and billing processes, as well as the regulatory requirements and internal policies needed to operate a successful and compliant program.
Whether your organization is new to the Elderly Waiver or looking to strengthen its existing processes, this training will provide practical guidance and up-to-date information to help you better serve tenants and navigate the program with confidence.

Understanding Eligibility for the Medicaid HCBS Elderly Waiver – Speakers: Dawn Helm and Terran Schuler
Kick off the training with an essential overview of eligibility requirements for Iowa’s Medicaid HCBS Elderly Waiver, presented by representatives from Iowa DHHS. This session will cover financial and functional eligibility criteria, the application and approval process, common reasons for delays or denials, and what providers need to know to help prospective tenants navigate the path to waiver enrollment. Attendees will gain a clearer understanding of how eligibility determinations are made and how to support timely access to services.
Maximizing Success with the Medicaid HCBS Elderly Waiver Program – Speaker: Stacy Hejda
This session provides a practical, in-depth look at Iowa’s Medicaid HCBS Elderly Waiver and the operational details that providers need to manage successfully. Participants will review covered services, service definitions, reimbursement methodologies, fee structures and billing requirements, with an emphasis on common challenges and opportunities to improve accuracy and efficiency. Whether you are new to the program or looking to strengthen your organization’s processes, this session will offer valuable insights to help ensure appropriate reimbursement and compliance.
Compliance Essentials: Staffing, Tenant Eligibility and Required Policies – Speaker: Stacy Hejda
This session focuses on the regulatory and compliance requirements for providers participating in the HCBS Elderly Waiver program. Topics include staff qualifications and training requirements, tenant eligibility and ongoing criteria, assessment and service planning expectations, and the policies and procedures organizations must maintain to meet state and federal standards. Attendees will gain practical guidance to help ensure their programs are prepared for enrollment, audits and ongoing compliance.
